Public Sector CPD conference 2021

Building on the significant success of previous Public Sector Events, this fast-paced morning will focus on key issues impacting finance (and non-finance) professions working in public service and related organisations. This includes civil and public servants, as well as those working in public bodies and not-for-profit organisations. Organised in conjunction with CIPFA, the morning includes experienced speakers from across the public sector.

Joan Curry - Joan is the Chair of the Public Sector Committee and a member of the Council of Chartered Accountants Ireland. She is also a Board Member of the International Federation of Accountants (IFAC). She is currently Finance Officer for the Department of Transport, Tourism and Sport, having previously held positions in the Public Service Pay Commission, the National Shared Services Office and the Department of Public Expenditure and Reform.


Aileen Hughes - Aileen Hughes, FCCA, CPFA, is Chair of CIPFA, the Chartered Institute of Public Finance & Accountancy in ROI. A Senior Internal Audit Manager (for Public Sector) in Crowe’s Risk & Consulting Department, Aileen previously worked at ESB Group and the OC&AG.


Paul Henry FCA was elected President of Chartered Accountants Ireland in May 2020 and was re-elected in 2021, becoming the first President to serve a two-year term since the mid-1950s. He is also the current Chair of the Consultative Committee of Accountancy Bodies.
A Director at Osborne King, Paul leads the advisory and consultancy service, where he combines financial and commercial expertise with the embedded depth of property knowledge and experience. A graduate of Queen’s University, Belfast, Paul qualified as a Chartered Accountant in 1989, and has subsequently worked in industry and in practice.


Kevin Dancey , CEO of IFAC - Kevin Dancey became IFAC’s Chief Executive Officer in January 2019. As Canadian Institute of Chartered Accountants President and CEO, he led the Canadian accountancy profession’s unification, becoming CPA Canada’s first President and CEO after the merger. He currently chairs Finance Canada’s Departmental Audit Committee and is on the Advisory Board of the CPA Canada Martin Family Initiative, which mentors Canadian indigenous youth, having previously served as the National Coordinator for the program.


John Barcroft - John is a Sustainability Consultant with The Environmental Edge. He has qualifications from Trinity College, Dublin; Smurfit Graduate Business School; and Yale University - where he earned a Masters in Environmental Management. John completed his 20-year career with DCC, a FTSE100 company, as Head of Group Sustainability. He is currently advising Chartered Accountants Ireland on its Environment and Climate Impact Project and carbon-neutrality journey.


Troy Bannon - Troy is a Chartered Building Services Engineer and is Head of Property and Services with RTÉ. Troy’s responsibilities encompass all areas of facility management and strategic development of RTÉ’s built environment, within which Sustainability and Energy Management are key areas. RTÉ’s property and services team is an industry leader in Sustainability and Energy Management and has received multiple awards.


Susan Rossney - Susan is a Public Policy Officer with Chartered Accountants Ireland, Chair of the Institute’s Expert Working Group on Sustainability and member of the Sustainability Expert Working Group of the Global Accounting Alliance, and author of Sustainability for Accountants.


Grainne O’Toole - Gráinne is a Finance Transformation & Automation Director of Oracle’s EMEA Global Controller Organization (GCO) based in Dublin, Ireland. She leads a team of qualified accounting professionals who are responsible for the USGAAP and local statutory compliance obligations for a sub region in EMEA. She graduated from National University of Ireland Galway (NUIG) with a Bachelor’s Degree in Commerce (B.Comm) and qualified as a Chartered Accountant in 2011 having trained with KPMG Chartered Accountants in Dublin, Ireland.

Liam Nolan - Liam Nolan is Vice President, Cloud Applications Development for EMEA. He represents Product Development across the EMEA region with an active role in helping customers with roadmaps, transformations and partner activities. He has been involved with the development of ERP Cloud Services since their market launch. Prior to joining Oracle’s Product Development Division Liam worked with Oracle Consulting Services (OC). During his time in OC, Liam designed and implemented complex business system architectures across many business verticals including Banking, Insurance, Construction, Transport, Central and Local Government, Retail and Telecommunications.
Liam is an accountant who has brought both his business and IT skills together to ensure maximum effectiveness of IT applications in the accounting and business workplace.


Dr Olga Grant - Olga is a Technical Advisor on Green Public Procurement the Policy Unit in the Office of Government Procurement. Following a bachelor’s degree from Trinity College Dublin in Environmental Sciences and a PhD from University of Leeds in Plant Biology, Orla spent 14 years researching in public and private research institutes and universities in the UK, Portugal, and Ireland, predominantly on the responses of plants to environmental stresses such as limited water availability.


Nuala Flynn - Nuala is the Branch Manager of the Public Administration Branch in the Medium Enterprise Division of Revenue.


Elaine Forde - Assistant Principal working in the Public Administration Branch of the Medium Enterprise Division of Revenue.


Therese Rowe - Assistant Principal working in the Construction Branch of the Medium Enterprise Division of Revenue.


Sheila O’Malley - is one of Ireland’s leading Professional Trainers/Public Speakers in the area of Wellbeing whether Personal, Workplace or Family. Sheila works directly with most of Ireland’s top companies (Apple, Google, JP Morgan, Microsoft, PWC, Arthur Cox, Pfizer etc) where she speaks on Work Life Balance, Resilience, Mental Fitness and Emotional Intelligence as well as Personal & Family Wellbeing.


Jayne Owen - Prior to taking up her current role Jayne was Director of Finance (Police and Crime) for the Greater Manchester Combined Authority. This was one of several executive finance roles across both Local Government and Policing, spanning a career of over 30 years. Areas of expertise include treasury management, financial planning, audit, procurement, commissioning, value for money, organizational transformation and effective governance. In current and previous roles Jayne has worked with UK and Welsh Government Departments to influence policy and resourcing challenges, including accounting and legislative changes in preparation for devolved Mayoral functions. Jayne is currently CIPFA Vice President.


Dee France - Dee is CA Support manager and Wellbeing Lead at Chartered Accountants Ireland. She is a fully qualified Wellness Coach, certified Neuro-Linguistic Programming (NLP) practitioner and Stress Management consultant with an MA in Gender Politics from Goldsmiths University, London.
